"all parties were uncopperative ", huh! Just what is going on.
I get it that people want to move to Milton because of crime in their old neighborhood, but do everyone a favor and leave the crime when you move. where are the parents ? were they also "uncooperative ". This is getting more than disturbing.
As for the police, how about arresting some of these idiots and then we'll see if they are still "uncooperative " at the police station. What is next, a gang unit in Milton ?
