Driver Used Dummy in I-93 HOV Lane, Police Say

Police said a mannequin head propped up on a work jacket was found in the passenger seat.

Police said a driver put a dummy in his passenger seat while going through the Interstate 93 HOV lane in Quincy Thursday morning.

The driver was cited for operating on an excluded way. The person's identity was not released.

State Police said Trooper John Carnell was working a paid detail when he saw the dummy. Carnell stopped the vehicle and said he found a mannequin head propped up on a work jacket.

At least two real people must be inside a vehicle to use the HOV lane.

Police said last year, Carnell cited a woman for driving with a full-size doll in the HOV lane. She was also cited.
